Our Projects and Process:
WPC has successfully created approved designs in multiple jurisdictions including City of Portland, West Linn, Lake Oswego, Clackamas County, Clean Water Services, Washington County, unincorporated Washington County, Eugene, and other areas of Oregon.
WPC works with you, your client, and the regulators to achieve compliance and permitting goals for a variety of projects and stormwater designs.
WPC will look at the site, the building plans, and review the various options available and allowed by the jurisdiction the project site is located in. Sometimes options are very limited for a particular site, but if a site qualifies for different options, these options are shared with you so that the option that best fits your vision of the finished site is then designed. As needed, WPC works with the Geotech engineer, architect, and regulators, to determine the best stormwater design for your project. The completed design and report are then created for submission to the regulators reviewing your project.
Why do I need a stormwater design?
If you are new to projects that trigger stormwater regulations it is common to have questions about why this is needed and what is involved.
The short answer is that the Pacific Northwest receives heavy rains during the winter months and as more buildings and paved areas are built, (referred to as impervious areas in the stormwater world) that rain water is blocked from infiltrating into the soil. A stormwater design finds safe routes for managing the runoff without negatively impacting any neighboring property or overwhelming the city’s stormwater systems.
WPC is skilled at designing stormwater management facilities that can address a range of site challenges including poor draining soil, lack of nearby public stormwater systems, and groundwater only a few feet below grade.
There are various types, sizes, and other variables to each of the facilities listed here. WPC can assist you with determining the best options for your particular project and develop an approvable design to manage the stormwater.

Sometimes none of the typical stormwater facilities are good options for a particular site. In this case, WPC works to find solutions that are non-typical while still using excellent engineering design. WPC will then work with the regulators for your project to see if a non-typical solution can be approved.

WPC was founded by Deborah Beck P.E. to focus on stormwater issues. Her background includes over 15 years of civil and environmental engineering experience, involving several years of water quality research and development and working for both engineering firms and private manufacturers.
Deborah is passionate about projects that effectively address stormwater challenges and is fond of pushing the envelope on what is possible and asking “How can we make it happen?”
